Suspect Arrested In Street Takeover

The suspect in an illegal street takeover and hit-and-run has been arrested.

On Thursday, November 27, 2025, at approximately 11:30 p.m., officers assigned to the Portland Police Bureau's North Precinct responded to reports of an illegal street takeover event near a business in the area of Northeast Cully Boulevard and Northeast Prescott Street. Initial reports suggested that approximately 40 street racers were in the area, and one vehicle was stunt driving in the intersection. As officers were responding, the complainant reported that a woman was hit by a car. When officers arrived on scene, they had to prioritize getting aid to a possibly injured woman over making effective stops and arrests. As some officers cleared the dozens of people from the area, others looked for the injured woman and ultimately learned she had left the scene.

Officers continued to follow up on the case to include looking at a social media post that showed video of a vehicle doing donuts and striking a woman. Through this investigative work, officers were able to identify the suspect, 19-year-old Jeffery H. Baker. 

On the evening of Sunday, November 30, 2025, officers spotted Baker recklessly driving his vehicle across Central and East Precincts before crashing into and injuring another driver and fleeing on foot. Baker was quickly apprehended. 

Baker was transported to the Multnomah County Detention Center and lodged on the following the charges: Assault in the Third Degree (two counts), Failure to Perform the Duties of a Driver (four counts), Attempt to Elude (two counts), DUII, Reckless Driving, Reckless Endangerment (24 counts), Interfering with a Peace Officer, Hindering Prosecution, Unlawful Street Takeover, and Escape in the Third Degree.
