Last week, the Portland Police Bureau's East Precinct Neighborhood Response Team (NRT) conducted an enforcement action related to an investigation into suspected drug distribution occurring in and around a Safe Rest Village (SRV). NRT served multiple search warrants with assistance from PPB's Special Emergency Reaction Team (SERT), K-9 Unit, Air Support Unit, and North Precinct NRT.
The investigation began in September 2025 after East NRT received information that an individual residing at the SRV, in the 10500 block of North Portland Road, was distributing controlled substances. Over the following months, investigators conducted surveillance and other investigative steps that developed evidence of an ongoing drug distribution network involving multiple individuals.
Investigators identified individuals believed to be assisting with the movement and delivery of controlled substances within and around the SRV. The investigation also identified a suspected outside source of supply who investigators believe was providing controlled substances to individuals associated with the SRV.
Based on evidence developed during the investigation, officers obtained search warrants authorized by a Multnomah County judge. Officers executed those warrants at the SRV on North Portland Road and at a residence in the 400 block of Northeast 16th Avenue. The operation was conducted in coordination with the Multnomah County District Attorney's Office.
During the search of the SRV location, investigators recovered evidence including suspected methamphetamine and suspected drug ledgers believed to be consistent with drug distribution activity. That portion of the investigation remains open and ongoing and will continue to be reviewed with the Multnomah County District Attorney's Office for future charges.
PPB recognizes the important role that shelters, Safe Rest Villages, treatment providers, and other service organizations play in helping vulnerable community members achieve stability and pursue recovery. PPB's enforcement efforts are intended to protect these environments by investigating individuals suspected of exploiting vulnerable people or using locations designed to provide safety and support to facilitate criminal activity. The Bureau prioritizes investigations involving the distribution of dangerous drugs to vulnerable populations and will continue working with prosecutors to hold those responsible accountable under the law.
